What is Delegate access?
Delegation is the Outlook/Entourage feature by which you grant someone permission to receive and respond to meeting requests or responses and to send e-mail messages on your behalf. This is a more advanced feature than simple folder sharing. The person granted this permission is called the delegate. You can grant the delegate limited permissions or up to full control over items in your mailbox and calendar.
Delegate access is not the same as sharing a folder. This is when two Outlook/Entourage users who both use an Exchange account under the same organization can share their Exchange folders with each other. For example, you could share your Calendar with another Outlook/Entourage user so that person can view your Calendar.
Folder sharing is a way to provide access to another person’s folders, but it does not include permissions for one to act
On behalf of the other.
NOTE: Users on Entourage can only be given full access to the entire mailbox.
Procedure:
Once a user has been given Full Mailbox Access to the mailbox, they will need to make the following changes in Entourage:
Go to Tools > Accounts

Highlight your Exchange tab and right click choose Open Account

Click the Delegate tab

Under My Delegates, Click ADD and FIND, once the user is found highlight and Click OK

Set Permissions- Click OK

This action will assign a user to be a Delegate for your account

Adding a User under "users I am Delegate for"- Click Add

Name: First Last Name E-Mail Address: user@yourdomaniname.net
Server Address: yourdomain.com/exchange/user@yourdomaniname.net
Requires a secure connection (uses SSL): Check this box
When you select OK on both menus you will be taken back to your main screen. You should have a new item under your mailbox with the name of the delegate mailbox and you should be able to access their mailbox.
